The conversions are based on the velocity of an electomagnetic wave at near light frequencies (400nMetres - 700nMetres wavelength in free air) travelling in the specified medium. Refractive index is assumed constant over this range. i.e no account taken of dispersion. Use calculations for any frequency outside this range or where velocity is known or required.
